Il est le document d\u2019urbanisme intercommunal, qui porte les ambitions d\u2019un territoire en mati\u00e8re d\u2019habitat, d\u00e9veloppement \u00e9conomique local, d\u2019infrastructures de transports, d\u00e9veloppement urbain, et bien \u00e9videment d\u2019environnement. Le PLU m\u00e9tropolitain se substituera aux autres documents d\u2019urbanisme en vigueur (PLU, POS\u2026) il va cristalliser la vue en devenir du d\u00e9veloppement du territorial qui est transcrite dans le Projet d\u2019Am\u00e9nagement et de D\u00e9veloppement Durables.<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-dc98931 elementor-widget elementor-widget-heading\" data-id=\"dc98931\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h2 class=\"elementor-heading-title elementor-size-small\">PADD<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c3daae9 elementor-widget elementor-widget-text-editor\" data-id=\"c3daae9\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"elementor-text-editor elementor-clearfix\"><p><em><u>Article L151-5\u00a0 Ordonnance n\u00b02015-1174 du 23 Septembre 2015 \u2013 art.<\/u><\/em><u><br \/><\/u>Le projet d&rsquo;am\u00e9nagement et de d\u00e9veloppement durables d\u00e9finit :<br \/>1\u00b0 Les orientations g\u00e9n\u00e9rales des politiques d&rsquo;am\u00e9nagement, d&rsquo;\u00e9quipement, d&rsquo;urbanisme, de paysage, de protection des espaces naturels, agricoles et forestiers, et de pr\u00e9servation ou de remise en bon \u00e9tat des continuit\u00e9s \u00e9cologiques ;<br \/>2\u00b0 Les orientations g\u00e9n\u00e9rales concernant l&rsquo;habitat, les transports et les d\u00e9placements, les r\u00e9seaux d&rsquo;\u00e9nergie, le d\u00e9veloppement des communications num\u00e9riques, l&rsquo;\u00e9quipement commercial, le d\u00e9veloppement \u00e9conomique et les loisirs, retenues pour l&rsquo;ensemble de l&rsquo;\u00e9tablissement public de coop\u00e9ration intercommunale ou de la commune.<br \/>Il fixe des objectifs chiffr\u00e9s de mod\u00e9ration de la consommation de l&rsquo;espace et de lutte contre l&rsquo;\u00e9talement urbain.<br \/>Il peut prendre en compte les sp\u00e9cificit\u00e9s des anciennes communes, notamment paysag\u00e8res, architecturales, patrimoniales et environnementales, lorsqu&rsquo;il existe une ou plusieurs communes nouvelles.<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4ef5a28 elementor-widget elementor-widget-heading\" data-id=\"4ef5a28\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h2 class=\"elementor-heading-title elementor-size-small\">Instrument de r\u00e9glementation<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b6bc61c elementor-widget elementor-widget-text-editor\" data-id=\"b6bc61c\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"elementor-text-editor elementor-clearfix\"><p>Le PLU m\u00e9tropolitain, est l\u2019instrument juridique qui r\u00e9glemente l\u2019usage des sols sur la totalit\u00e9 de son dit territoire, et cela avec pour gen\u00e8se les orientations \u00e9dict\u00e9es dans le PADD. Il va donc organiser le d\u00e9veloppement l\u2019urbanisation dans tous ses aspects, allant des infrastructures aux espaces naturels. Il fait donc fois en mati\u00e8re d\u2019utilisation des sols et de construction en consid\u00e9ration des zones urbaines, agricoles ou naturelles. Comme pour les PLU, POS et autres, c\u2019est, ces r\u00e8gles qui seront la base d\u2019instruction des permis de construire et d\u2019am\u00e9nager.<\/p><p>Au vu et contenu de l\u2019augmentation de la population et de son urbanisation, les modes de d\u00e9placements individuels et collectifs et leurs flux, ne sont pas \u00e0 oublier.\u00a0<strong>Le PLUm tiendra donc lieu de Plan de D\u00e9placements Urbains (PDU\u00a0<em>: <\/em><\/strong><em>Le Plan de D\u00e9placements Urbains d\u00e9finit les principes d&rsquo;organisation du transport et du stationnement sur un territoire, tous modes de d\u00e9placements confondus. Il a \u00e9t\u00e9 approuv\u00e9 lors du conseil communautaire du 12 d\u00e9cembre 2016.<\/em><em> Cr\u00e9\u00e9 en 1982 en France, le\u00a0PDU\u00a0a \u00e9t\u00e9 rendu obligatoire \u00e0 partir de 1996 pour les agglom\u00e9rations de plus de 100\u00a0000 habitants avec l&rsquo;article L1214-3 du code des transports<\/em><strong>)<\/strong>, Il garantit la coh\u00e9rence liant l\u2019am\u00e9nagement territorial a ses transports. Outre la r\u00e8glementation d\u2019urbanisme, le PLUm d\u00e9taillera les objectifs en mati\u00e8re de d\u00e9placements, et les actions \u00e0 mettre en \u0153uvre pour r\u00e9pondre aux besoins en transports actuels et en devenir des habitants sur le territoire.<\/p><p>Dans la continuit\u00e9 de ses diff\u00e9rantes pr\u00e9rogatives, le PLUm va s\u2019articuler avec le PLH (<em>Programme Local de l\u2019Habitat\u00a0: <\/em><em>Le\u00a0PLH est, en France, le principal dispositif en mati\u00e8re de politique du logement au niveau local d\u00e9fini aux articles L.302-1 \u00e0 L.302-9-2 du Code de la construction et de l&rsquo;habitation. Il est le document essentiel d&rsquo;observation, de d\u00e9finition et de programmation des investissements et des actions en mati\u00e8re de politique du logement \u00e0 l&rsquo;\u00e9chelle d&rsquo;un territoire<\/em>). Le PLH3 a \u00e9t\u00e9 approuv\u00e9 en juin 2018. Le PLUm devra \u00eatre compatible avec les orientations et les objectifs du PLH3, qui seront traduites en orientations dans le PADD et en dispositions r\u00e9glementaires.<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e77eea9 elementor-widget elementor-widget-heading\" data-id=\"e77eea9\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h2 class=\"elementor-heading-title elementor-size-small\">Protection environnementale<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b9ef256 elementor-widget elementor-widget-text-editor\" data-id=\"b9ef256\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"elementor-text-editor elementor-clearfix\"><p>Outre les parties urbanismes les plus connues, comme les demandes de permis de construire, le PLUm est un outil \u00e9cologique. Il prend en compte les exigences du Grenelle 2 (La loi Engagement National pour l\u2019Environnement) et sera l\u2019expression d\u2019un projet global de d\u00e9veloppement int\u00e9grant divers objectifs tel que, la r\u00e9duction de \u00e9missions de gaz \u00e0 effet de serre, l\u2019am\u00e9lioration des performances \u00e9nergie-climat, la limitation de la consommation d\u2019espace, et de nombreuses mesures techniques concernant les secteurs et domaines du b\u00e2timent, des transports de la sant\u00e9-environnement, ainsi que de la biodiversit\u00e9.<\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a7b0bc1 elementor-widget elementor-widget-heading\" data-id=\"a7b0bc1\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h2 class=\"elementor-heading-title elementor-size-small\">Un projet d'avenir<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8c1fc33 elementor-widget elementor-widget-text-editor\" data-id=\"8c1fc33\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"elementor-text-editor elementor-clearfix\"><p>On peut donc voir cela comme l\u2019enfant n\u00e9 de la confrontation entre l\u2019urbanisation et l\u2019environnement. Cela afin que les m\u00e9tropoles et les communes qui les composent tendent \u00e0 pouvoir g\u00e9rer leur urbanisation et la multitude de facteurs qui en d\u00e9coulent.
